Bilderberg Group, so called because of their first meeting in May 1954 at the Bilderberg Hotel, was kept in secrecy for several dozens of years. The BIS was originally established in May 1930 by bankers and diplomats of Europe and the United States to collect and disburse Germany's World War I reparation payments (hence its name). It was truly an extraordinary arrangement. Although the BIS was organized as a commercial bank with publicly held shares, its immunity from government interference, and even taxation, in both peace and war was guaranteed by an international treaty signed in The Hague in 1930. Although all its depositors are central banks, the BIS has made a profit on every transaction. And because it has been highly profitable, it has required no subsidy or aid from any government.
Since it also provided, in Basel, a safe and convenient repository for the gold holdings of the European central banks, it quickly evolved into the bank for central banks. As the world depression deepened in the Thirties and- financial panics flared up in Austria, Hungary, Yugoslavia, and Germany, the governors in charge of the key central banks feared that the entire global financial system would collapse unless they could closely coordinate their rescue efforts. The obvious meeting spot for this desperately needed coordination was the BIS, where they regularly went anyway to arrange gold swaps and war-damage settlements. Even though an isolationist Congress officially refused to allow the U.S. Federal Reserve to participate in the BIS, or to accept shares in it (which were instead held in trust by the First National City Bank [owned by William Rockefeller]), the chairman of the Fed quietly slipped over to Basel for important meetings. World monetary policy was evidently too important to leave to national politicians. During World War 11, when the nations, if not their central banks, were belligerents, the BIS continued operating in Basel, though the monthly meetings were temporarily suspended. In 1944, following Czech accusations that the BIS was laundering gold that the Nazis had stolen from occupied Europe, the American government backed a resolution at the Bretton Woods Conference calling for the liquidation of the BIS. The naive idea was that the settlement and monetary-clearing functions it provided could be taken over by the new International Monetary Fund. What could not be replaced, however, was what existed behind the mask of an international clearing house: a supranational organization for setting and implementing global monetary strategy, which could not be accomplished by a democratic, United Nations-like international agency. The central bankers, not about to let their club be taken from them, quietly snuffed out the American resolution. After World War 11, the BIS reemerged as the main clearing house for European currencies and, behind the scenes, the favored meeting place of central bankers. When the dollar came under attack in the 1960s, massive swaps of money and gold were arranged at the BIS for the defense of the American currency. It was undeniably ironic that, as the president of the BIS observed, "the United States, which had wanted to kill the BIS, suddenly finds it indispensable." In any case, the Fed has become a leading member of the club, with either Chairman Paul Volcker or Governor Henry Wallich attending every "Basel weekend." Originally, the central bankers sought complete anonymity for their activities. Their headquarters were in an abandoned six story hotel, the Grand et Savoy Hotel Universe, with an annex above the adjacent Frey's Chocolate Shop. There purposely was no sign over the door identifying the BIS, so visiting central bankers and gold dealers used Frey's, which is across the street from the railroad station, as a convenient landmark. It was in the wood-paneled rooms above the shop and the hotel that decisions were reached to devalue or defend currencies, to fix the price of gold, to regulate offshore banking, and to raise or lower short-term interest rates. And though they shaped "a new world economic order" through these deliberations, according to Guido Carli, the governor of the Italian central bank,, the public, even in Basel, remained almost totally unaware of the club and its activities. In May 1977, however, the BIS gave up its anonymity, against the better judgment of some of its members, in exchange for more efficient headquarters. The new building, an eighteen story-high circular skyscraper that rises over the medieval city like some misplaced nuclear reactor, quickly became known as the "Tower of Basel" and began attracting attention from tourists. "That was the last thing we wanted," Dr. Fritz Leutwiler, its president told me, when I interviewed him in 1983. "If it had been up to me, it never would have been built." While we talked, he kept his eyes glued to the Reuters screen in his office, which signaled currency fluctuations around the globe.

| How much influence do private networks of the rich and powerful have on government policies and international relations? One group, the Bilderberg, has often attracted speculation that it forms a shadowy global government. As part of the BBC's Who Runs Your World? series, Bill Hayton tries to find out more. | ||
The chairman of the secretive - he prefers the word private - Bilderberg Group is 73-year-old Viscount Etienne Davignon, corporate director and former European Commissioner. In his office, on a private floor above the Brussels office of the Suez conglomerate lined with political cartoons of himself, he told me what he thought of allegations that Bilderberg is a global conspiracy secretly ruling the world. "It is unavoidable and it doesn't matter," he says. "There will always be people who believe in conspiracies but things happen in a much more incoherent fashion."
Lack of publicity
In an extremely rare interview, he played down the importance of Bilderberg in setting the international agenda. "What can come out of our meetings is that it is wrong not to try to deal with a problem. But a real consensus, an action plan containing points 1, 2 and 3? The answer is no. People are much too sensible to believe they can do that. Every year since 1954, a small network of rich and powerful people have held a discussion meeting about the state of the trans-Atlantic alliance and the problems facing Europe and the US. Organised by a steering committee of two people from each of about 18 countries, the Bilderberg Group (named after the Dutch hotel in which it held its first meeting) brings together about 120 leading business people and politicians. At this year's meeting in Germany, the audience included the heads of the World Bank and European Central Bank, Chairmen or Chief Executives from Nokia, BP, Unilever, DaimlerChrysler and Pepsi - among other multi-national corporations, editors from five major newspapers, members of parliament, ministers, European commissioners, the crown prince of Belgium and the queen of the Netherlands. "I don't think (we are) a global ruling class because I don't think a global ruling class exists. I simply think it's people who have influence interested to speak to other people who have influence," Viscount Davignon says. "Bilderberg does not try to reach conclusions - it does not try to say 'what we should do'. Everyone goes away with their own feeling and that allows the debate to be completely open, quite frank - and to see what the differences are. "Business influences society and politics influences society - that's purely common sense. It's not that business contests the right of democratically-elected leaders to lead". For Bilderberg's critics the fact that there is almost no publicity about the annual meetings is proof that they are up to no good. Jim Tucker, editor of a right-wing newspaper, the American Free Press for example, alleges they organise wars and elect and depose political leaders. He describes the group as simply 'evil'. So where does the truth lie? Professor Kees van der Pijl of Sussex University in Britain says such private networks of corporate and political leaders play an informal but crucial role in the modern world. "There need to be places where these people can think about the main challenges ahead, co-ordinate where policies should be going, and find out where there could be a consensus."
'Common sense'
Will Hutton, an economic analyst and former newspaper editor who attended a Bilderberg meeting in 1997, says people take part in these networks in order to influence the way the world works, to create what he calls "the international common sense" about policy. "On every issue that might influence your business you will hear at first-hand the people who are actually making those decisions and you will play a part in helping them to make those decisions and formulating the common sense," he says. And that "common sense" is one which supports the interests of Bilderberg's main participants - in particular free trade. Viscount Davignon says that at the annual meetings, "automatically around the table you have internationalists" - people who support the work of the World Trade Organisation, trans-Atlantic co-operation and European integration.
Bilderberg meetings often feature future political leaders shortly before they become household names. Bill Clinton went in 1991 while still governor of Arkansas, Tony Blair was there two years later while still an opposition MP. All the recent presidents of the European Commission attended Bilderberg meetings before they were appointed.
'Secret Government'
This has led to accusations that the group pushes its favoured politicians into high office. But Viscount Davignon says his steering committee are simply excellent talent spotters. The steering committee "does its best assessment of who are the bright new boys or girls in the beginning phase of their career who would like to get known." "It's not a total accident, but it's not a forecast and if they go places it's not because of Bilderberg, it's because of themselves," Viscount Davignon says. But its critics say Bilderberg's selection process gives an extra boost to aspiring politicians whose views are friendly to big business. None of this, however, is easy to prove - or disprove. Observers like Will Hutton argue that such private networks have both good and bad sides. They are unaccountable to voters but, at the same time, they do keep the international system functioning. And there are limits to their power - a point which Bilderberg chairman was keen to stress, "When people say this is a secret government of the world I say that if we were a secret government of the world we should be bloody ashamed of ourselves." Informal and private networks like Bilderberg have helped to oil the wheels of global politics and globalisation for the past half a century. In the eyes of critics they have undermined democracy, but their supporters believe they are crucial to modern democracy's success. And so long as business and politics remain mutually dependent, they will continue to thrive.

Ten times a year— once a mouth except in August and October— a small elite of well dressed men arrives in Basel, Switzerland. Carrying overnight bags and attache cases, they discreetly check into the Euler Hotel, across from the railroad station. They have come to this sleepy city from places as disparate as Tokyo, London, and Washington, D.C., for the regular meeting of the most exclusive, secretive, and powerful supranational club in the world. Each of the dozen or so visiting members has his own office at the club, with secure telephone lines to his home country. The members are fully serviced by a permanent staff of about 300, including chauffeurs, chefs, guards, messengers, translators, stenographers, secretaries, and researchers. Also at their disposal are a brilliant research unit and an ultramodern computer, as well as a secluded country club with tennis courts and a swimming pool, a few kilometers outside Basel. The membership of this club is restricted to a handful of powerful men who determine daily the interest rate, the availability of credit, and the money supply of the banks in their own countries. They include the governors of the U.S. Federal Reserve, the Bank of England, the Bank of Japan, the Swiss National Bank, and the German Bundesbank. The club controls a bank with a $40 billion kitty in cash, government securities, and gold that constitutes about one tenth of the world's available foreign exchange. The profits earned just from renting out its hoard of gold (second only to that of Fort Knox in value) are more than sufficient to pay for the expenses of the entire organization. And the unabashed purpose of its elite monthly meetings is to coordinate and, if possible, to control all monetary activities in the industrialized world. While we talked, he kept his eyes glued to the Reuters screen in his office, which signaled currency fluctuations around the globe.Despite its irksome visibility, the new headquarters does have the advantages of luxurious space and Swiss efficiency. The building is completely air-conditioned and self-contained, with its own nuclear-bomb shelter in the sub-basement, a triply redundant fire-extinguishing system (so outside firemen never have to be called in), a private hospital, and some twenty miles of subterranean archives. "We try to provide a complete clubhouse for central bankers ... a home away from home," said Gunther Schleiminger, the supercompetent general manager, as he arranged a rare tour of the headquarters for me. The top floor, with a panoramic view of three countries, Germany, France, and Switzerland, is a deluxe restaurant, used only to serve the members a buffet dinner when they arrive on Sunday evenings to begin the "Basel weekends." Aside from those ten occasions, this floor remains ghostly empty.On the floor below, Schleiminger and his small staff sit in spacious offices, administering the day-today details of the BIS and monitoring activities on lower floors as if they were running an out-of-season hotel. The next three floors down are suites of offices reserved for the central bankers. All are decorated in three colors— beige, brown, and tan— and each has a similar modernistic lithograph over the desk. Each office also has coded speed-dial telephones that at a push of a button directly connect the club members to their offices in their central banks back home. The completely deserted corridors and empty offices, with nameplates on the doors and freshly sharpened pencils in cups and neat stacks of incoming papers on the desks, are again reminiscent of a ghost town. When the members arrive for their forthcoming meeting in November, there will be a remarkable transformation, according to Schleiminger, with multilingual receptionists and secretaries at every desk, and constant meetings and briefings.
On the lower floors are the BIS computer, which is directly linked to the computers of the member central banks and provides instantaneous access to data about the global monetary situation, and the actual bank, where eighteen traders, mainly from England and Switzerland, continually roll over short" term loans on the Eurodollar markets and guard against foreign-exchange losses (by simultaneously selling the currency in which the loan is due). On yet another floor, gold traders are constantly on the telephone arranging loans of the bank's gold to international arbitragers, thus allowing central banks to make interest on gold deposits.Occasionally there is an extraordinary situation, such as the decision to sell gold for the Soviet Union, which requires a decision from the "governors," as the BIS staff calls the central bankers. But most of the banking is routine, computerized, and riskless. Indeed, the BIS is prohibited by its statutes from making anything but short-term loans. Most are for thirty days or less that are government guaranteed or backed with gold deposited at the BIS. The profits the BIS receives for essentially turning over the billions of dollars deposited by the central banks amounted to $162 million last year.As skilled as the BIS may be at all this, the central banks themselves have highly competent staffs capable of investing their deposits. The German Bundesbank, for example, has a superb international trading department and 15,000 employees— at least twenty times as many as the BIS staff. Why then do the Bundesbank and the other central banks transfer some $40 billion of deposits to the BIS and thereby permit it to make such a profit?One answer is of course secrecy. By commingling part of their reserves in what amounts to a gigantic mutual fund of short term investments, the central banks created' a convenient screen behind which they can hide their own deposits and withdrawals in financial centers around the world. And the central banks are apparently willing to pay a high fee to use the cloak of the BIS.There is, however, another reason why the central banks regularly transfer deposits to the BIS: they want to provide it with a large enough profit to support the other services it provides. Despite its name, the BIS is far more than a bank. From the outside, it seems to be a small, technical organization. Just eighty-six of its 298 employees are ranked as professional staff. But the BIS is not a monolithic institution: artfully concealed within the shell of an international bank, like a series of Chinese boxes one inside another, are the real groups and services the central bankers need-and pay to support.The first box inside the bank is the board of directors, drawn from the eight European central banks (England, Switzerland, Germany, Italy, France, Belgium, Sweden, and the Netherlands), which meets on the Tuesday morning of each "Basel weekend." The board also meets twice a year in Basel with the central banks of other nations. It provides a formal apparatus for dealing with European governments and international bureaucracies like the IMF or the European Economic Community (the Common Market). The board defines the rules and territories of the central banks with the goal of preventing governments from meddling in their purview. For example, a few years ago, when the Organization for Economic Cooperation and Development in Paris appointed a low-level committee to study the adequacy of bank reserves, the central bankers regarded it as poaching on their monetary turf and turned to the BIS board for assistance. The board then arranged for a high-level committee, under the head of Banking Supervision at the Bank of England, to preempt the issue. The OECD got the message and abandoned its effort.To deal with the world at large, there is another Chinese box called the Group of Ten, or simply the "G-10." It actually has eleven full-time members, representing the eight European central banks, the U.S. Fed, the Bank of Canada, and the Bank of Japan. It also has one unofficial member: the governor of the Saudi Arabian Monetary Authority. This powerful group, which controls most of the transferable money in the world, meets for long sessions on the Monday afternoon of the "Basel weekend." It is here that broader policy issues, such as interest rates, money-supply growth, economic stimulation (or suppression), and currency rates are discussed-if not always resolved.Directly under the G-10, and catering to all its special needs, is a small unit called the "Monetary and Economic Development Department," which is, in effect, its private think tank. The head of this unit, the Belgian economist Alexandre Larnfalussy, sits in on all the G-10 meetings, then assigns the appropriate research and analysis to the half dozen economists on his staff. This unit also produces the occasional blue-bound "economic papers" that provide central bankers from Singapore to Rio de Janeiro, even though they are not BIS members, with a convenient party line. For example, a recent paper called "Rules versus Discretion: An Essay on Monetary Policy in an Inflationary Environment," politely defused the Milton Friedmanesque dogma and suggested a more pragmatic form of monetarism. And last May, just before the Williamsburg summit conference, the unit released a blue book on currency intervention by central banks that laid down the boundaries and circumstances for such actions. When there are internal disagreements, these blue books can express positions sharply contrary to those held by some BIS members, but generally they reflect a consensus of the G-10.Over A bratwurst-and-beer lunch on the top floor of the Bundesbank, which is located in a huge concrete building (called "the bunker") outside of Frankfurt, Karl Otto Pohl, its president and a ranking governor of the BIS, complained to me in 1983 about the repetitiousness of the meetings during the "Basel weekend." "First, there is the meeting on the Gold Pool, then, after lunch, the same faces show up at the G-10, and the next day there is the board which excludes the U.S., Japan, and Canada, and the European Community meeting which excludes Sweden and Switzerland." He concluded: "They are long and strenuous-and they are not where the real business gets done." This occurs, as Pohl explained over our leisurely lunch, at still another level of the BIS: "a sort of inner club."
The inner club is made up of the half dozen or so powerful central bankers who find themselves more or less in the same monetary boat: along with Pohl are Volcker and Wallich from the Fed, Leutwiler from the Swiss National Bank, Lamberto Dini of the Bank of Italy, Haruo Mayekawa of the Bank of Japan, and the retired governor of the Bank of England, Lord Gordon Richardson (who had presided over the G-10 meetings for the past ten years). They are all comfortable speaking English; indeed, Pohl recounted how he has found himself using English with Leutwiler, though both are of course native German-speakers. And they all speak the same language when it comes to governments, having shared similar experiences. Pohl and Volcker were both under secretaries of their respective treasuries; they worked closely with each other, and with Lord Richardson, in the futile attempts to defend the dollar and the pound in the 1960s. Dini was at the IMF in Washington, dealing with many of the same problems. Pohl had worked closely with Leutwiler in neighboring Switzerland for two decades. "Some of us are very old friends," Pohl said. Far more important, these men all share the same set of well-articulated values 'about money.The prime value, which also seems to demarcate the inner club from the rest of the BIS members, is the firm belief that central banks should act independently of their home governments. This is an easy position for Leutwiler to hold, since the Swiss National Bank is privately owned (the only central bank that is not government owned) and completely autonomous. ("I don't think many people know the name of the president of Switzerland-even in Switzerland," Pohl joked, "but everyone in Europe has heard of Leutwiler.")
Almost as independent is the Bundesbank; as its president, Pohl is not required to consult with government officials or to answer the questions of Parliament-even about such critical issues as raising interest rates. He even refuses to fly to Basel in a government plane, preferring instead to drive in his Mercedes limousine.
The Fed is only a shade less independent than the Bundesbank: Volcker is expected to make periodic visits to Congress and at least to take calls from the White House-but he need not follow their counsel. While in theory the Bank of Italy is under government control, in practice it is an elite institution that acts autonomously and often resists the government. (In 1979, its then governor, Paolo Baffi, was threatened with arrest, but the inner club, using unofficial channels, rallied to his support.) Although the exact relationship between the Bank of Japan and the Japanese government purposely remains inscrutable, even to the BIS governors, its chairman, Mayekawa, at least espouses the principle of autonomy. Finally, though the Bank of England is under the thumb of the British government, Lord Richardson was accepted by the inner club because of his personal adherence to this defining principle. But his successor, Robin Leigh-Pemberton, lacking the years of business and personal contact, probably won't be admitted to the inner circle.
In any case, the line is drawn at the Bank of England. The Bank of France is seen as a puppet of the French government; to a lesser degree, the remaining European banks are also perceived by the inner club as extensions of their respective governments, and thus remain on the outside.A second and closely related belief of the inner club is that politicians should not be trusted to decide the fate of the international monetary system.
When Leutwiler became president of the BIS in 1982, he insisted that no government official be allowed to visit during a "Basel weekend." He recalled that in 1968, U.S. Treasury undersecretary Fred Deming had been in Basel and stopped in at the bank. "When word got around that an American Treasury official was at the BIS," Leutwiler said, "bullion traders, speculating that the U.S. was about to sell its gold, began a panic in the market." Except for the annual meeting in June (called "the Jamboree" by the staff ), when the ground floor of the BIS headquarters is open to official visitors, Leutwiler has tried to enforce his rule strictly. "To be frank," he I have no use for politicians. They lack the judgment of central bankers." This effectively sums up the common antipathy of the inner club toward "government muddling," as Pohl puts it.The inner-club members also share a strong preference for pragmatism and flexibility over any ideology, whether that of Lord Keynes or Milton Friedman. Rather than resorting to rhetoric and invoking principles, the inner club seeks any remedy that will relieve a crisis. For example, earlier this year, when Brazil failed to pay back on time a BIS loan that was guaranteed by the central banks, the inner club quietly decided to extend the deadline instead of collecting the money from the guarantors. "We are constantly engaged in a balancing act-without a safety net," Leutwiler explained.THE FINAL and by far the most important belief of the inner club is the conviction that when the bell tolls for any single central bank, it tolls for them all. When Mexico faced bankruptcy in the early eighties. The issue for the inner club was not the welfare of that country but, as Dini put it, "the stability of the entire banking system." For months Mexico had been borrowing overnight funds from the interbank market in New York-as every bank recognized by the Fed is permitted to do-to pay the interest on its $80 billion external debt. Each night it had to borrow more money to repay the interest on the previous night's transactions, and, according to Dini, by August Mexico had borrowed nearly one quarter of all the "Fed Funds," as these overnight loans between banks are called.The Fed was caught in a dilemma: if it suddenly stepped in and forbade Mexico from further using the interbank market, Mexico would be unable to repay its enormous debt the next day, and 25 percent of the entire banking system's ready funds might be frozen. But if the Fed permitted Mexico to continue borrowing in New York, in a matter of months it would suck in most of the interbank funds, forcing the Fed to expand drastically the supply of money.
It was clearly an emergency for the inner club. After speaking to Miguel Mancera, director of the Banco de Mexico, Volcker immediately called Leutwiler, who was vacationing in the Swiss mountain village of Grison. Leutwiler realized that the entire system was confronted by a financial time bomb: even though the IMF was prepared to extend $4.5 billion to Mexico to relieve the pressure on its long-term debt, it would require months of paperwork to get approval for the loan. And Mexico needed an immediate 1.85 billion dollar loan to get out of the interbank market, which Mancera had agreed to do. But in less than forty eight hours, Leutwiler had called the members of the inner club and arranged the temporary bridging loan.While this $1.85 billion appeared in the financial press to have come from the BIS, virtually all the funds came from the central banks in the inner club. Half came directly from the United States -$600 million from the Treasury's exchange-equalization fund and $325 million from the Fed's coffers; the remaining $925 million mainly from deposits of the Bundesbank, Swiss National Bank, Bank of England, Bank of Italy, and Bank of Japan, deposits that were specifically guaranteed by these central banks, though advanced pro forma by the BIS (with a token amount advanced by the BIS itself against the collateral of Mexican gold).
The BIS undertook virtually no risk in this rescue operation; it merely provided a convenient cloak for the inner club. Otherwise, its members, especially Volcker, would have had to take the political heat individually for what appeared to be the rescue of an underdeveloped country. In fact, they were true to their paramount values: rescuing the banking system itself.Inner club members publicly pay lip service to the ideal of preserving the character of the BIS and not turning it into a lender of last resort for the world at large. Privately, however, they will undoubtedly continue their maneuvers to protect the banking system at whatever point in the world it seems most vulnerable. After all, it is ultimately the central banks' money at risk, not the BIS's. And the inner club will also keep using the BIS as its public mask, and pay the requisite price for the disguise.

1. Tibor Rosenbaum — a MOSSAD agent and head of the Geneva based Banque du Credit international. This bank was the forerunner to the notorious Bank of Credit and Commerce international (BCCI) which is a major intelligence drug money laundering bank. 'Life' magazine exposed Rosenbaum's bank as a money launderer for the Meyer Lansky American organised crime family and Tibor Rosenbaum funded and supported 'Permindex' the MI6 assassination unit which was at the heart of the John F. Kennedy assassination.
2. Robert Vesco — sponsored by the Swiss branch of the Rothchilds and part of the American connection to the Medellin drug cartel in Columbia.
3. Sir Francis de Guingand — former head of British intelligence, now living in south Africa (and every head of MI5 and MI6 has been involved in the drug world before and after him).
4. Henry Keswick — chairman of Jardine Matheson which is one of the biggest drug trafficking operations in the world. His brother John Keswick is chairman of the bank of England.

Sir Martin Wakefield Jacomb — Bank of England director from 1987 to 1995, Barclays Bank Deputy Chairman in 1985, Telegraph newspapers director in 1986 (This is the reason why this can of worms doesn't get out in the mainstream media. The people who are perpetrating these crimes control most of the mainstream media. In America former director of the CIA William Casey is head of the council of the media network ABC. Many insiders refer to ABC as 'The CIA network.)

George Bush, Snr. — former President and former head of the CIA and America's leading drug baron who has fronted more wars on drugs than any other president, which in reality is just a method to eliminate competition. A whole book could be written on George Bush's involvement in the global drug trade but it is well-covered in the book 'Dark Alliance' by investigative journalist Gary Webb. Gary Webb was found dead with two gunshot wounds to the back of his head with a revolver. The case was declared a 'suicide'. You figure that out. Gary Webb as well as myself and other investigators, found that much of this 'black ops' drug money is being used to fund projects classified above top secret. These projects include the building and maintaining of deep level underground bases in Dulce in New Mexico, Pine gap in Australia, Snowy mountains in Australia, The Nyala range in Africa, west of Kindu in Africa, next to the Libyan border in Egypt, Mount Blanc in Switzerland, Narvik in Scandinavia, Gottland island in Sweden and many other places around the world (more about these underground bases in my next issue).

Mr. John Foster Dulles in a commencement-day address before the College of the City of New York of June 19, 1946, said, "The Soviet Union is conducting a great experiment in what is called 'democratic dictatorship' or 'dictatorship of the proletariat'.......
The result, it is claimed, is a homogeneous, docile and productive mass which has peace and security. It has peace because discordant thinking is eliminated before it can lead to discordant action. It has security because planned productivity is imposed........ There is an understandable nationalistic desire to enlarge the Soviet Union and to surround it with satellite states.
There is an honest belief that individual human freedom is a basic cause of human unrest and that if it (human freedom) is taken away it will promote worldwide peace and security.......
"That challenge to freedom which stems from the Soviet Union is formidable. In part, it attracts because of its new and bold attack on unsolved social problems. ....... But the challenge is formidable principally because societies of freedom have developed weaknesses which have caused a widespread loss of faith in them.
"Those weaknesses are primarily in the field of economics. In much of the world, indeed in most of the world, there is a single human problem-- that is the elemental problem of how to keep physically alive."
Mr. Dulles goes on to indicate that due to two world wars, the material wastage and dislocation have been such that the basic necessities of life are everywhere scarce. That there is actual starvation and severe privation is well known. He goes on to say, "Under those conditions, there is no great interest in spiritual, intellectual and political freedoms which men can neither eat nor wear." He states that the question is being asked, "Will not individual freedoms inevitably be abused or used so thoughtlessly as to wipe out our slim chance for survival?"

"We all agree that the exercise of freedom must be limited. The point is, by whom and by what, shall it be limited? If a society is to be free, the limitation must primarily be self-limitation. A free society, of course, has man-made laws. In this country and in England, we have what we call the 'common law'.
The tragedy of the world is not that men are ignorant, not that they are poor, for who is wise and who is rich?
It is that they are strangers.
My friends, when men come to knew each other it is very hard for them to hate."
What greater basis than this for developing a great science of human relations?
Dr. Newton, in another place in his speech, said,
"The way out of war is by promoting and deepening fellowship and good will among men, without regard to race, or religion, or condition of life.
Above all races, above all religions, above all royalties, is humanity, greater than all of them."
A Program for Peace in an Industrial Age

In an attempt to work out a solution to the problems facing the world today, it might be well to study the basic causes underlying the difficulties to which we have been subjected in the past. The problems facing the world include the badly unbalanced economic and social order, and the problem of world peace. Perhaps these are but two parts of the same problem. An attempt will be made to analyze some of the causes underlying the difficulty.
Professor Elton Mayo of Harvard University in his book "The Social Problems of an Industrial Civilization" says, "In the primitive community, or in the American and European communities of a century or more ago, group codes determined the social order of things and the direction of individuals' lives, the interests of the individual were subordinated, by his eager desire developed in infancy, to the interests of the group; and in return the group gave him stability, an assured function, and opportunity for satisfying participation. It was an established society. By way of contrast, the typical industrial community of today is an adaptive society comprised of individuals of varied origin, many of them moving several times from one group association to another in the quest of education and jobs. Difficulties of relating themselves to others and subsequent solitariness and unhappiness characterize many of these people. Many come to a fundamental assumption that the world is hostile; some react by over-aggressiveness, others tread too carefully; and groupings frequently form in an attitude of wariness or hostility to other groups. Social skill (that is our ability to secure cooperation between people) has disappeared. The established society by its apprenticeship system developed technical and social skills simultaneously in the individual; but in the adaptive society there has been an unbalance between the development of technical and of social skills. The consequences for society have been disastrous. If our social skills had advanced step by step with our technical skills, there would not have been another European war".
If these statements are true, an attempt should be made to learn something about the social skills that will help mankind better to cooperate in their economic activities and thus to develop a social organization which will be based on understanding and the recognition of the rights of all other members of society.
Professor Mayo goes on further to say, "Until such time as sociology and psychology can, out of lowly and pedestrian skills, develop the beginning of understanding, we shall continue to find technical advance provocative of social chaos and anarchy. It is not the atomic bomb that will destroy civilization. But, civilized society can destroy itself, finally--no doubt, with bombs--if it fails to understand intelligently and to control the aids and deterrents to cooperation". There has been much tinkering by legislation, the emphasis being mostly economic. Instead of teaching people how to cooperate on the basis of the Golden Rule, the trend has been to force cooperation by dictator methods. While there have been many problems to be solved due to abuses which have arisen in our social order, the attempt to manage the lives of men has resulted in a situation wherein the cure is worse than the disease.
During the past ten years experiments in social legislation have trespassed more and more on the individual's rights. For a small amount of economic security, the individual has sold his birthright of freedom of choice. There are two schools of thought; one is that the citizen has no rights which the State is bound to respect; the other is that the citizen has rights which are inviolable by the State or by any other agency. In a preface to his essays, written in 1884, Herbert Spencer has a paragraph which sums up with remarkable completeness the political history of the United States during the last six years:
"Dictatorial measures rapidly multiplied, have tended continually to narrow the liberties of individuals; and have done this in a double way. Regulations have been made in yearly-growing numbers, restraining the citizen in directions where his actions were previously unchecked, and compelling actions which previously he might perform or not as he liked; and at the same time heavier public burdens, chiefly local, have further restricted his freedom, by lessening that portion of his earnings which he can spend as he pleases, and augmenting the portion taken from him to be spent as public agents please."
In an introduction by Albert Jay Nock to a recent edition of "The Man Versus The State" by Herbert Spencer, Mr. Nock says, "Statism postulates the doctrine that the citizen has no rights which the State is bound to respect; the only rights he has are those which the State grants him, and which the State may attenuate or revoke at its own pleasure. This doctrine is fundamental; without its support, all the various nominal modes or forms of Statism which we see at large in Europe and America -- such as are called Socialism, Communism, Nazism, Fascism, etc., -- would collapse at once. The individualism which was professed by the Early Liberals, maintained the contrary, it maintained that the citizen has rights which are inviolable by the State or by any other agency. This was fundamental doctrine; without its support, obviously, every formulation of individualism becomes so much waste paper. Moreover, early Liberalism accepted it as not only fundamental, but also as axiomatic, self-evident. We may remember, for example, that the U. S. Declaration of Independence takes as its foundation the self-evident truth of this doctrine, asserting that man, in virtue of his birth, is endowed with certain rights which are 'inalienable'; and asserting further that it is 'to secure these rights' that governments are instituted among men."
In my opinion it is the duty of government to protect the citizen in those rights. It should not so limit him in his rights that the State becomes his master rather than his servant. The tendency in recent years has been in the direction of making the State the master of the individual. Mr. Nock goes on further to say, "It can be plainly seen in England - a condition in which social power has been so far confiscated and converted into State power that there is now not enough of it left to pay the State's bills; and in which, by necessary consequence, the citizen is on a footing of complete and abject State slavery. The reader will also perceive what he has no doubt already suspected, that this condition now existing in England is one for which there is apparently no help. Even a successful revolution, if such a thing were conceivable, against the military tyranny which is Statism's last expedient, would accomplish nothing...... There have been many revolutions in the last twenty-five years, and this has been the sum of their history. They amount to no more than an impressive testimony to the great truth that there can be no right action except there be right thinking behind it. As long as the easy, attractive, superficial philosophy of Statism remains in control of the citizen's mind, no beneficent social change can be effected, whether by revolution or by any other means."
There are those who may say that the body, which regulates them, is of their own creating and has been elected by them to do the ruling. The real issue, however, is that fundamental liberties are being interfered with by an ever-growing monster of bureaucracy. Herbert Spencer, in his book, says: "In the first place, the real issue is whether the lives of citizens are more interfered with than they were; not the nature of the agency which interferes with them. Take a simpler case. A member of a trades' union has joined others in establishing an organization of purely representative character. By it he is compelled to strike if a majority so decide; he is forbidden to accept work save under the conditions they dictate; he is prevented from profiting by his superior ability or energy to the extent he might do were it not for their interdict. He cannot disobey without abandoning those pecuniary benefits of the organization for which he has subscribed, and bringing on himself the persecution, and perhaps violence, of his fellows. Is he any the less coerced because the body coercing him is one which he had an equal voice with the rest in forming?
"......... If men use their liberty in such a way as to surrender their liberty, are they thereafter any the less slaves? If people by a plebiscite elect a man despot over them, do they remain free because the despotism was of their own making?. ......."
There is no doubt but that many of the laws passed to control business arise out of certain difficulties or basic causes. They need to be studied and a solution arrived at in a sensible, impartial, unprejudiced manner. The questions of labor unemployment, security, costly competition, carried on for individual profit with no regard for the rights of society or the real liberty of human beings need to be faced. Allan G. P. Fischer, in his book "The Clash of Progress and Security" says, "The indifference with which capitalistic society has contemplated the sacrifices of individuals ruthlessly pushed aside in the path of material progress constitutes indeed one of the most formidable indictments which can be levied against it." Business can blame itself for much of the present legislative trend. All too often it has treated labor as a commodity to be bought and sold without regard to essential human values. The human values will not be denied. Business men must choose whether they themselves will shoulder the responsibility or whether they will force government to do so. To save our democratic way of life we must remove the causes that threaten to injure or oven kill it. Democracy is not self-sustaining; selfishness defeats democracy. It will only endure if we respect the other fellow's rights.
The war has merely obscured but has not cured the cancer which is gnawing at the very vitals of our economic system. This is the hard core of unemployment which has developed because we have not recognized the social problem which has arisen because of technological development. At the present time because of difficult labor laws which regulate business, businessmen consider each individual they add to the payroll as an added problem. In order to eliminate as many of these problems as possible, each employer is doing everything he can to develop machinery and devices to eliminate the labor factor. He, however, does not realize his social responsibility to the individuals who will be thrown on the permanent relief rolls because they have been replaced by machines. Business on the whole has not assumed its share of the social responsibility resulting from the development of mass production. In the book "Men Without Work", published by the Pilgrim Trust in England, found with respect to individuals unemployed more than a year that "(1) they are not reabsorbed in anything like the same proportion as the short-time unemployed when better times return. Their problem involves not only an economic burden but moral decay." Labor is not a "cold storage" commodity.
Prior to the war in the States the percentage of men unemployed for one year or more was constantly increasing. There is much to be done to adapt the machine technique to enrichen individual life. The economic side of life needs to be considered as the means to an end rather than the end, life itself. There are indications in well-informed circles that the question of human behavior is being given considerable thought. Perhaps out of such studies will develop a science of human relations which will go far towards correcting the underlying difficulties with the result that greater cooperation will result both nationally and internationally.
In a very able address made by Dr. Simeon E. Leland, Dean of the College of Liberal Arts, Northwestern University, among other things he said, "Human behavior is, indeed, a major problem for continued consideration. It should bring together not only anthropologists, sociologists, psychologists, economists, and other social science groups, but the biologists, the medical scientists, the lawyers, and others with related interest. The humanists, too, may help us better to understand the relations and conduct of man. Joint research is essential if real progress in understanding human behavior and its consequences is to take place. From this broad field come the conflicts in human relations so prevalent in social and economic areas. Few issues, for example, have the transcendent importance of present relations between labor and capital. Both groups must learn how to work with each other, as well as with government as an interested third party. Labor and its leadership must learn more of the fundamentals of economics; capital must learn better how to govern its workers more democratically and how to deal with them en masse; government must learn to protect the rights of the unorganized and to guard social interests from the consequences of industrial conflict without at the same time becoming involved in the struggle. We shall be working at these problems for some years.
"The relations of business to government and the control of business by government both need attention. Between these groups there is current much misunderstanding. Some of the controversies have generated volcanic heat..... "These problems of human behavior, of labor relations, of government and business, are problems, too, in mass democracy. As never before the conduct of people in large numbers is being determined, in pact, by social and economic pressures, as well as by long-standing political attitudes and institutions. The results are uncertain; the existing techniques of control are imperfect; the obligations and rights of the parties are likewise obscure. Over a broad front, involving much more than our political institutions, these problems need examination. This has never been clearer than today when we are trying to construct a world government, and reconstruct at the same time the shattered political and economic organizations of Europe, of Japan, and of other parts of the world. The control of war, or the continuance of peace, requires unceasing academic attention. Granted that we know what should be done, which is only being assumed, it is a superhuman educational undertaking to convince the world that the appropriate steps, indicated by qualified scholars, should be taken."

What is common law? It is nothing that you can find in the statute books. No 'politburo' decreed it. The common law is unwritten law. It is custom. It is the standard of conduct which the great majority have already voluntarily adopted to control their own behavior. "The basic controls of a free society are the acceptance by individuals of the moral law. The fundamentals of that law appear in all our great religions, notably the Christian and Hebrew faiths. The Hebrew faith has given us the Ten Commandments which are perhaps the great expression of the concrete applications of the moral law. The Christian Faith has added the broad injunction 'thou shalt love thy neighbor as thyself' and 'whatsoever ye would that men should do to you, do you even so to them, for this is the law and the prophets', Thus, the Creator. who endowed men with certain inalienable rights also commanded that those rights should be used, not selfishly, but with regard for others."
Mr. Dulles goes on further to say, "The reason why our society of freedom has lost its prestige in the world is primarily because our people, over recent years, have lost much of the self-control and selfrestraint which were characteristic of the last century. We laugh about the Puritanism and the austerity of the past. But that was the way our forebears trained their moral muscles for the struggle for freedom. Today those muscles are flabby. We have a great deal of so-called education, but that education has too often become a more memorizing of facts which, it is hoped, will be of practical utility. Our system of education has largely broken contact with the great faiths and beliefs of the past and with the great teachings of the moral. law."
We have a wave of social security legislation which would undertake to run our lives from the cradle to the grave with the resulting abridgement of our liberties on a progressive scale. There are many who are willing to sell their birthright of freedom of action in exchange for the assumption by the State of responsibilities which every ablebodied person should perform for himself. To again quote Herbert Spencer, "..... There is a notion, always more or loss prevalent and just now vociferously expressed, that all social suffering is removable, and that it is the duty of somebody or other to remove it. Both these beliefs are false. To separate pain from ill-doing is to fight against the constitution of things, and will be followed by far more pain. Saving men from the natural penalties of dissolute living, eventually necessitates the infliction of artificial penalties in solitary cells, on tread-wheels, and by the lash. I suppose a dictum on which the current creed and the creed of science are at one, may be considered to have as high an authority as can be found. Well, the command 'if any would not work neither should he eat', is simply a Christian enunciation of that universal law of Nature under which life has reached its present height-the law that a creature not energetic enough to maintain itself must die: the sole difference being that the law which in the one case is to be artificially enforced, is in the other case, a natural necessity. And yet this particular tenet of their religion which science so manifestly justifies, is the one which Christians seem least inclined to accept. The current assumption is that there should be no suffering, and that society is to blame for that which exists.
"...... Moreover, I admit that the Philanthropic are not without their share of responsibility; since, that they may aid the offspring of the unworthy, they disadvantage the offspring of the worthy through burdening their parents by increased local rates." There has been a growing tendency to want to run other people's lives. This desire often starts with a false sense of sympathy for what these reformers think are unfortunate people. Want is often avoidable.
It is many times the result of people's unwillingness to do their part in carrying on the world's work. If one benefits from the labor of others, he in turn must make a contribution to the extent of his ability. In fact it is his social responsibility to develop himself to the highest possible efficiency commensurate with his natural ability. Instead of teaching these people to be self-reliant and self-sufficient, the reformer assumes that most people need a guardian, and he, the reformer, appoints himself as that guardian. The would-be dictator always tears down confidence in the individual and this is the first step toward a state-controlled society. Wrong teaching breeds discontent which eventually leads to revolution. There grows up in the mind of these folks a very great desire for more and more economic power and development of a great bureaucratic government to run the lives of individuals. We have seen in our very recent history how this growing desire for economic power breeds and develops desire for military power.
The development of such power develops the desire to have the right to control such power with the result that we have a battle for the balance of power, both nationally and internationally.
The net result is world chaos.
The first step in eliminating war is to remove the causes which create the conditions out of which dissension, strife, and ultimately war develops. Human freedom is the only lasting answer to the problems of peace. Men will eventually revolt against the oppression which results from any type of dictatorial government. As has been indicated in this discussion, the need for the development of social skill is most necessary.
Can Free Masonry help? I think it can. Free Masonry is a progressive moral science. It is a builder of character using its emblems and tools as symbols of great moral and spiritual truths. It attempts to build upon the earth a kingdom of righteousness and goodwill under the direction of the Supreme Architect of the universe.
In a talk delivered by the Rev. Joseph Fort Newton to members, families and neighbors of the Evans Lodge No. 524 of Evanston, Illinois, on the 17th of February, 1915, the Reverend Brother made the following statement: "As Masonry is not a political party, so it is not a church, unless by 'Church' we mean as John Ruskin said: ''Wherever one hand clasps another helpfully and hopefully, there is the one, true, holy mother church". If we use it in that sense, then we might describe this Order as a church. But using the word 'church' in its more exact and specific sense, it ought to be said and made perfectly clear that Masonry is not church of any one religion. It finds good in all religions. It lays emphasis upon that which is common to all religions, that which underlies all sects and overarches all creeds, and though it is not religion it has preserved some things that are indispensable to the advance of religion. One of them is the right of every human soul to seek for the truth, by which every man must be guided, and to look up from the lap of truth into the face of God, and be free.......
At another point in his address, Dr. Newton said, "Above all creeds that divide, all bigotries that becloud, Masonry has tried to write the one universal gospel of the Fatherhood of God and the brotherhood of man, the moral law, the Golden Rule and the hope of life everlasting..,...
"The religion in which all men agree. This is the religion that is talked in the Masonic Lodge. Therefore men of every sect and church find welcome at this altar, and there confess their own God, the Father of all. They meet as brothers not as sectarians, not as members of parties. The mission of this order is not to divide men but to unite them, to refine and exalt their faith, to turn them from the semblance of life to homage for truth, for duty, for character, to establish then in attitudes resulting in all the relations of fellowship of life. "....... It has one purpose, to remove the misunderstandings between men and make them friends, to teach man to know his fellow man, believing that when they know each other they will love each other......

Free Masonry has a challenge, greater perhaps than any it has ever faced in all history. God grant that each member will strive to make his contribution toward world peace. The desire for peace arises in our own heart. It is then developed down through his family relationships, his church, his lodge, city, state, nation, and then the world. There can be no peace in the world unless there is that real desire in the hearts first of individuals. There can be no right action unless there is first right thinking. May we as Free Masons make our contribution toward the development of unselfish, constructive thought

TONY BLAIR has been cashing in on his contacts from the Iraq conflict and his role as Middle East peace envoy for a private business venture expected to earn him more than £5m a year.
The former prime minister has sold his political and economic expertise to two countries, Kuwait and the United Arab Emirates, via his fledgling private consultancy. He also represents the investment bank JP Morgan in the region.
His consultancy, the London-based Tony Blair Associates (TBA), emulates the New York partnership Kissinger Associates, which was founded by Henry Kissinger, the former national security adviser to President Nixon. One friend of Blair said: “TBA has been set up to make money from foreign governments and major companies. There’s a focus on the Middle East, because that’s where the money is.”
His expanding business interests as he roves across the Middle East means he flips his roles on a daily basis in official meetings: one hour, he is the official peace envoy meeting a Middle East minister or ruler; the next, he is a representative of TBA or JP Morgan.
In some meetings with Arab states, where Blair is introduced as the peace envoy, he has been flanked by Jonathan Powell, his former chief of staff, who accepted a job with Morgan Stanley, another US investment bank, after leaving Downing Street. Powell has no role in the peace process, but is a senior adviser to TBA and helps to win business in the Middle East.
Scandalous
Peter Brierley, 59, of Batley, West Yorkshire, whose 28-year-old son Shaun was killed near the Kuwait-Iraq border in 2003 and who refused to shake Blair’s hand at a memorial service this month, said: “This beggars belief. It’s absolutely scandalous that he’s now trying to make money from his contacts in the region. It’s money from the blood and lives of the soldiers who died in Iraq.”
Just hours after he stepped down from No 10 on June 27, 2007, it was announced that Blair was to work as the Middle East envoy, on behalf of the European Union, the United Nations, the United States and Russia. He was given the job on the strength of his involvement in the Middle East during his premiership.
Four months after leaving office, Blair signed a £5m book deal with Random House. He is working on his memoirs, which are pencilled in for publication next autumn, according to sources at the publisher.
His fees for talks, along with contracts with JP Morgan and Zurich Financial Services, are estimated to put his earnings — excluding the book deal — well in excess of £5m a year. He is also involved in philanthropic works, including his faith foundation and a sports foundation.
TBA’s annual earnings in the Middle East alone could be expected easily to double his income, according to business sources in the region. “The ruling families in some of these countries may be fabulously wealthy, but they crave recognition in the western world,” said one source. “Blair offers that and will be in great demand.”
Blair disclosed last December that he had formed TBA, to advise on “political and economic trends and governmental reform”. One of his first recruits was Powell.
AGGRESSION
On January 17 this year, Blair was in Saudi Arabia in his peace envoy role to hold talks with King Abdullah on the situation in the Gaza strip and the need to end Israeli aggression. Powell was also on the trip.
Two days later Blair and Powell were ushered in to meet the nephew of the king, Prince Alwaleed, the wealthiest businessman in the Middle East.
Alwaleed, who has a fortune of more than £15 billion, has a 420-room marble palace, a fleet of more than 60 cars and a double-decker jet, the Airbus A380, on order as a private “flying palace”. He has billions of dollars of investments around the world and is chairman of Kingdom Holding Company.
Why would Powell want to meet him? The most likely scenario is that he and Blair were offering TBA’s services or wanted to cultivate Alwaleed as an influential contact. Blair’s spokesman denies TBA business was discussed.
Whether or not they were rebuffed, Blair and Powell packed up their papers to promote TBA’s wares elsewhere. A few days later, on January 26, they popped up in Kuwait. Blair, introduced as the peace envoy, met Sheikh al-Sabah and other senior officials in state rooms. Powell perched discreetly near Blair on a sofa.
This time, they appear to have pulled it off. It emerged a few weeks later that TBA had signed up the country as a client, advising it on “good governance” for what has been reported to be a seven-figure sum. “It’s a big task and he’s working as an adviser on many issues,” a Kuwaiti diplomat said last week.
KUWAIT
Blair has enjoyed a longstanding relationship with the Emir of Kuwait. He held talks with Sheikh al-Sabah in May 2003, just weeks after Saddam Hussein was deposed.
Three months after his Kuwait visit this year, on May 24, Blair — in his role as peace envoy — was in the United Arab Emirates (UAE), meeting the education minister. On the same day, he walked into another meeting with the UAE finance minister, representing JP Morgan, the US investment bank, as an adviser. The bank refused to comment on the meeting last week.
Blair is now a regular visitor to Abu Dhabi, typically staying in a £1,500-a-night double suite at the Emirates Palace. The hotel — the most costly ever built — is decked out with acres of gold leaf and renowned for offering guests the chance to consume real gold flakes; scattered on cappuccinos and cakes it can be ingested harmlessly. Guests are said to consume about 13lb of gold each year.
Blair enjoys cordial relations with Sheikh Mohammed bin Zayed al-Nahyan, the Crown Prince, who was educated at Sandhurst and who is a Ju- Jitsu expert. He held talks with the Crown Prince on his December 2006 prime ministerial tour of the Middle East.

While TBA may guarantee Blair’s financial security, he risks, like Kissinger, ruling himself out of future public service as the client list expands.
Kissinger was appointed in 2002 to chair an inquiry into intelligence failures before the terrorist attacks on September 11, 2001, but came under pressure to reveal the clients of Kissinger Associates. He subsequently stood down, citing a controversy over a conflict of interest.
PRESSURE
Blair himself will come under pressure to disclose the client list of TBA if he becomes European Union president, even if he removes himself from the partnership’s day-to-day business.
MPs also believe his work already undermines his role of peace envoy in the Middle East. Ed Davey, the Liberal Democrats’ foreign affairs spokesman, said: “The role of peace envoy, the office of which is subsidised by the taxpayer, is not meant to be an opportunity to look for new business opportunities for Tony Blair Associates.”
Blair’s spokesman said it was “absolute nonsense” to suggest that Blair was using contacts from the Iraq conflict or his work as peace envoy for business purposes. He said Blair had known the Emir of Kuwait since 1995.
He said TBA work did not represent a conflict of interest with his peace role. Kingdom Holding Company was not a TBA client and paid consultancy work with Kuwait had been completed, he said. “Tony Blair is in high demand for his advice and analysis in geopolitics,” the spokesman said
“However, the vast majority of his time is spent on his unpaid activities, principally his role as quartet representative.”
VOTERS AGAINST EU TREATY
The Czech president, Vaclav Klaus, has called for a national referendum on the Lisbon treaty as it emerged in a survey that Britain would vote more than two-to-one against.
In a YouGov poll for The Sunday Times, 41% of respondents said they would vote against the treaty in a referendum, with 18% in favour; 41% were undecided.
An equal proportion of the population — 38% — were for and against Tony Blair becoming president of the European Union.
Klaus’s intervention on a referendum came in an open letter addressed to the Czech constitutional court. He has so far refused to sign the treaty, which has been ratified by all other EU members.

Among the many ironies of our modern world is that Gerald Ford awarded the Presidential Medal of Freedom-America,s highest civilian honor-to Defense Secretary Donald Rumsfeld on January 19, 1977. Just a few weeks later on March 8, Rumsfeld became the CEO of G.D. Searle to take point on a mission to force the Food and Drug Administration to approve for human consumption a known carcinogen and neurotoxic poison.
Mission accomplished: Today some 9,000 commonly consumed products are laced with this weapon of mass misery and millions of people live with chronic illnesses linked to the artificial sweetener aspartame. It is our belief at The Idaho Observer that if some guy named Parkinson can have a disease named after him, then Donald Rumsfeld ought to have his own disease, too. Hence the term Rumsfeld disease A.

A Politically-Induced Biochemical Disaster Of Global Proportions By Don Harkins The Idaho Observer 8-15-5
Today, Donald Rumsfeld is known throughout the world as the zealous U.S. Secretary of Defense who is waging a global "war on terror" in search of "terrorists" and "weapons of mass destruction." Most people, however, are not aware that Rumsfeld himself unleashed a chemical weapon of mass destruction upon the world in 1981-and it,s still out there destroying people all over the world. That "WMD" is aspartame and it has been scientifically and anecdotally linked to millions of chronic illnesses and deaths.
The evidence shows that, with full knowledge of aspartame,s neurotoxicity and carcinogenicity, Rumsfeld, as the CEO of G.D.
Searle, Co., "called in his markers" to achieve U.S. Food and Drug Administration (FDA) approval for the artificial sweetener aspartame, better known by its trade name "NutraSweet."
Consumer advocate attorney Jim Turner, who was instrumental in the 1969 banning of cyclamate in the U.S. for its link to various forms of cancer, met with representatives of aspartame approval petitioner Searle in 1974. The main topic of discussion was neuroscientist Dr. John Olney,s 1971 study which showed that aspartic acid caused lesions in the brains of infant mice. According to Turner, arguably the world,s foremost authority on aspartame,s dubious legal history, Rumsfeld was apparently hired by Searle for one specific purpose: To obtain FDA approval for aspartame.
Betty Martini is the director of Mission Possible, a worldwide consumer advocacy organization formed in 1992 as a voice for those demanding that the FDA reverse its approval of aspartame and order its removal from foods, beverages and medical preparations. Martini is even more bold in her charges against Rumsfeld. Martini believes the Washington insider, former three-term U.S. Rep. From Illinois (1962-1968), secretary of defense (1975-1977) and executive assistant to President Gerald Ford, was hired by Searle because, "He was willing to get a deadly chemical poison, aspartame, approved for human consumption"
Background
In December, 1965 Searle chemist James Schlatter discovered aspartame while working on an ulcer drug. The substance, comprised of 50 percent synthetic phenylalanine, 40 percent synthetic aspartic acid and 10 percent methanol, was about 200 times sweeter than sugar by weight and had no calories. By spring, 1967, Searle began conducting safety trials in preparation for petitioning the FDA for product approval.
Soon after the trials began, lab animals (monkeys and mice) began experiencing adverse effects ranging from brain lesions and tumors to seizures and death. Yet Searle petitioned the FDA for aspartame approval in February, 1973. According to Turner, Searle provided the FDA with over 100 studies claiming they proved aspartame was "safe." Independent analyses of these studies, however, proves conclusively that aspartame is actually a dangerous, neurotoxic, carcinogenic and highly-addictive drug.
Trusting Searle,s promise that aspartame was safe, the FDA approved the limited use of aspartame in dry goods on July 26, 1974. Turner and Dr. Olney formally objected to the approval. Their petition triggered an FDA investigation of Searle,s lab practices which proved that Searle had provided the FDA with inaccurate conclusions resulting from manipulated data derived from poorly-designed studies. The FDA reversed its decision to approve aspartame in dry goods.
On January 10, 1977, the FDA formally requested that the U.S. Department of Justice convene a federal grand jury to determine if Searle should be criminally indicted for "concealing material facts and making false statements" with regard to its petition for aspartame approval.
Among the many charges FDA investigators made about Searle,s shoddy lab practices was how rats that developed tumors would undergo surgical removal of the tumors and then be placed back into the study as if nothing had happened to them.
The grand jury investigation was led by U.S. Attorney Samuel Skinner. In July 1, 1977, while the investigation was being conducted, Skinner left the Justice Department and took a job with Sidley & Austin-the law firm representing Searle. The statute of limitations eventually ran out and the grand jury disbanded without reaching any conclusions regarding Searle and its lab practices.
Amid this controversy, Rumsfeld was hired as Searle CEO on March 8, 1977 and immediately began cleaning house. Rumsfeld, who had no previous business executive experience before becoming CEO of Searle, reorganized several departments in the company and fired many of its high-level managers, replacing them with other politically-connected Washington, D.C., insiders.
Though the controversies deepened and the evidence proving the poisonous nature of his company,s product continued to accumulate, Rumsfeld and his team continued to push for FDA approval of aspartame.
A team of FDA investigators headed by Jerome Bressler attempted to block Rumsfeld, et. al, by publishing what has become known as the "Bressler Report" on August 1, 1977. The report cited several instances where Searle intentionally mislead the FDA in its petition for marketplace approval of aspartame. The FDA then formed a public board of inquiry (PBOI) in 1979 to rule on the myriad safety issues surrounding aspartame.
By this time, FDA investigators and independent scientists had exhaustively reviewed the Searle studies and additional studies had been conducted. There was no doubt, based upon objective analyses of evidence that had accumulated for over a decade, that aspartame was deathly poisonous to lab animals and caused a statistically significant number of them to develop tumors.
On September 30, 1980, the PBOI concluded that aspartame should not be approved pending further investigation of its link to the formation of brain tumors and that the FDA "has not been presented with proof of reasonable certainty that aspartame is safe for use as a food additive."
The coup
Ronald Reagan was sworn in as president January 21, 1981. Rumsfeld, while still CEO at Searle, was part of Reagan,s transition team. This team hand-picked Dr. Arthur Hull Hayes, Jr., to be the new FDA commissioner. Dr. Hayes, a pharmacologist, had no previous experience with food additives before being appointed director of the FDA. He, like Rumsfeld, did, however, have experience with chemical warfare studies while connected to the Department of Defense. According to The Washington Post, Hayes was, "one of a number of doctors who conducted drugs tests for the Army on volunteers.to determine the effect of a mind-disorienting drug called CAR 301,060," at Fort Detrick, Maryland.
The Post further explained why Hayes was the perfect choice to politically force the approval of aspartame: "According to a declassified 1976 report prepared by the Army Inspector General, Hayes had planned a research study to develop the mind-altering CAR 301,060 as a crowd control agent."
The report, detailing Hayes activities beginning in 1972, further indicated that Hayes was involved in similar biochemical mind control research studies until being named FDA director.
One of Hayes, first official acts as FDA chief was to approve the use of aspartame as an artificial sweetener in dry goods July 18, 1981. In order to accomplish this feat, Hayes had to overlook the scuttled grand jury investigation of Searle, overcome the Bressler Report, ignore the PBOI,s recommendations and pretend aspartame did not chronically sicken and kill thousands of lab animals. Hayes, left his post at the FDA in November, 1983, amid accusations that he was accepting corporate gifts for political favors. Just before leaving office in scandal, Hayes approved the use of aspartame in beverages. According to The Post, Hayes, next job was in the private sector where he served as a high-paid senior medical advisor for Searle,s public relations firm.
The aftermath
Within weeks of aspartame,s approval for use in beverages, cans of diet sodas and other sweet drinks were on the market. To help sell Americans on using the artificial sweetener, intense advertising campaigns began programming the public to believe that sugar has lots of calories; calories make us fat and NutraSweet has no calories-therefore it won,t make us fat.
Based upon this almost universally-accepted oversimplification of biochemical reality, aspartame has enjoyed 22 years of marketplace success and is now in an estimated 7,000 to 9,000 commonly-consumed products in at least 100 countries. When Searle was absorbed by Monsanto in 1985, Rumsfeld reportedly received a $12 million bonus.
Not surprisingly, the same adverse reactions seen in lab animals in the 60s and 70s are now being seen in the general population. In his first book on aspartame (1990), Dr. H.J. Roberts stated that in five or 10 years we would have a worldwide plague on our hands if we do not remove aspartame from our food supply. With the printing of "Aspartame Disease: An Ignored Epidemic (2001), Dr. Roberts declared that the world is, indeed, plagued by a global epidemic of symptoms associated with aspartame use.
* Aspartame is being identified by a growing number of researchers and physicians as an underlying cause of chronic ill health in America and other countries throughout the world.
* It interacts with other substances such as pharmaceutical drugs to produce adverse reactions.
* All metabolites of aspartame (formaldehyde, methanol, diketopiperazine and formic acid) are toxic to the human body and are especially toxic to the brain.
* Aspartame comprises over 80 percent of consumer complaints filed with the FDA.
* The FDA has generated a list of 92 symptoms associated with aspartame consumption that include nausea, dizziness, irritability, insanity, blindness, deafness, weight gain and death.
* The Centers for Disease Control and Prevention claim that 500,000 people each year simply "drop dead" for no apparent reason from what it labels "sudden cardiac death."
* Dementia among all ages (especially the elderly) and learning disabilities among children, in the U.S. and abroad, have been skyrocketing since 1981.
As of today, the number of scientific and studies showing that aspartame is, indeed, an underlying cause of chronic physical and mental illness and death out number studies proving its safety by at least 400 to zero. Proof of this fact can also be determined by what happens in many cases when people stop using aspartame: Their chronic symptoms disappear.
The legacy
Defense Secretary Rumsfeld was awarded the Presidential Medal of Freedom by President Gerald Ford-the highest civilian honor in America-on January 19, 1977. A few months later, Rumsfeld became the CEO of Searle to secure political approval for a product that science had proven to be a highly-addictive neurotoxic drug that causes chronic ill health, brain tumors and death. The evidence indicates that FDA approval for aspartame was a high-level political priority undoubtedly connected to its capacity to adversely effect the minds and bodies of those consuming it.
Because Rumsfeld placed politics above public health and safety, hundreds of millions of people throughout the world cannot think clearly and suffer from a variety of chronic illnesses. It is, therefore, fitting that symptoms associated with aspartame use be known as "Rumsfeld,s disease."

Only yesterday in national news we learned diet and low calorie pop will be left in schools which will poison our children. As an example, Coke Zero has aspartame. Aspartame is a chemical hypersensitization agent because it is a neurotoxic drug/chemical poison. It not only interacts with all drugs but all vaccines and other toxins and unsafe sweeteners like Splenda, a chlorocarbon poison. So our children don't have a chance. Only a few weeks ago an epidemiological study by Sharon Fowler at the University of Texas based on 8 years data links diet drinks with obesity. Aspartame also can precipitate diabetes, simulates and aggravates diabetic retinopathy and neuropathy, destroys the optic nerve and interacts with insulin.
In July a 3 year Italian study was released by the European Foundation for Oncology and Environmental Sciences which revealed it causes leukemia, lymphoma and malignant brain tumors. Their July 14 05 report declares: "The results demonstrate ... that aspartame is a carcinogenic agent." How many mothers knowing this would want their children drinking an addictive carcinogenic agent. Aspartame liberates free methyl alcohol which causes chronic methanol poisoning. This affects the dopamine system of the brain and causes addiction. Now understand why the pop companies want this poison in your schools which causes Rumsfeld Disease.
Neurosurgeon Russell Blaylock, M.D., one of the world's leading authorities on aspartame neurotoxicity, extensively reviewed the Soffritti report. "This study confirmed the previous study by Dr. Trocho and co-workers (l998), which also found the formaldehyde breakdown product of aspartame to be damaging to cellular DNA and that this damage was cumulative. The type of damage was a duplicate of that associated with cancers. These two studies strongly indicate that drinking a single diet cola sweetened with aspartame every day could significantly increase one's risk of developing a lymphoma or leukemia."
Dr. Blaylock said further "This study should terrify mothers and all those consuming aspartame sweetened products. This was a carefully done study which clearly demonstrated a statistically significant increase in several types of lymphomas and leukemias in rats. Both of these malignancies have increased significantly in this country since the widespread use of aspartame."
Only the animals exposed to aspartame developed malignant brain tumors and we are now taking aspartame brain tumor cases for litigation in New York, New Jersey, Madison County,Illinois and Mississippi. Dr. Blaylock also said "They found that even lower doses of aspartame could cause these malignancies, yet the higher the dose, the more cancers that were seen. Since aspartame can increase obesity and may even cause the metabolic syndrome that affects 48 million Americans, there is no reason to ever consume this product. At the least, it should be immediately banned from all schools."
Any mother reading this article with children in school should immediately take this to their principal, children's teacher and PTA along with the movie, Sweet Misery, and demand that all products with aspartame (NutraSweet/Equal/Spoonful, E951/Canderel/Benevia, etc.) and especially pop with this poison be removed - period, no if's, no and's and no but's. And Board of Educations should also remove the lobbyists and those who would offer money to keep poisoned pop in schools. How much is the brain of your child worth. Remember this is the cause of the epidemic of ADD, ADHD, autism, Tourettes, and behavioral problems.

Rumsfeld Disease may become one of the largest plagues in world history. The list of horrors is unending. Thanks to despicable and greedy Big Pharma/Codex, in England supplements from industry now contain aspartame. Diane Fleming still remains in a prison in Virginia because methanol was found on her husband's autopsy and they thought she poisoned him even though she passed their lie detector test. Doctors affidavits state he died from aspartame which causes methanol poisoning. Athletes like Fleming are dying because aspartame damages the cardiac conduction system and causes sudden death, although his was not sudden.
Enough is enough. Eradicate Rumsfeld Disease from our schools and from our planet.
